The monument was designed by the architect, Mirko Vucetich, and was inaugurated on September 25, 1966, in memory of the thousands of people (the approximate number is 700,000) who were assisted by the population of Pescantina in the period 1945 – 1947.
For this reason, on April 25, 2007, the President of the Republic awarded Pescantina the Gold Medal for civil service.
Beside the monument, there is a train car which houses photographs and documents connected with the return to Italy of prisoners of war from the lagers.
